Does Branch still capture IDFV for log level exports, 3rd party SDK, BI tools, CCPA, or GDPR compliance?

Our SDKs will gather IDFV automatically if IDFA is not available. If an event is tracked with an IDFV, then this will be reflected in the log-level export without any additional changes to export required.

Regarding any regulatory compliance, our normal data hashing rules still apply to anything we store. We also do not send IDFV to any Self Attributing Network API endpoint.
